Pilot project: Measuring the cultural and creative sectors in the EU

The European Union has strong and vibrant cultural and creative industries. This is not only important for strengthening Europe's cultural diversity, social cohesion and increasing Europe's international attractiveness. It is also one of the most dynamic sectors of the continent.


However, data are still not available at EU level for many indicators and sectors, and only these data would allow the total economic value of the cultural and creative sectors (CCSs) to be assessed. Moreover, CCS over the last 20 years has been influenced by major technological changes: in particular, the digitisation of sectors, the arrival of large international platforms, the possibility for users to upload cultural content that is commercially used. There have also been significant changes in the structure of sectors, such as the growth of companies developing and publishing video games and the increase in virtual reality production. Significant further developments are expected over the next 15 years, and all these changes are very little reflected in the current statistical system.

The work carried out under this pilot project should therefore develop a statistical framework for measuring the cultural and creative sectors in the EU.
